The year 2010 is the last year for implementing the Eleventh Five-Year Plan and an important year for accelerating the transformation of the pattern of economic development and continuing to make progress in building a moderately prosperous society in all respects. The general requirements for the work of the Standing Committee are as follows: to comprehensively implement the guiding principles of the Seventeenth National Party Congress, the third and fourth plenary sessions of the Seventeenth CPC Central Committee, and the Central Economic Work Conference; take Deng Xiaoping Theory and the important thought of Three Represents as our guide; thoroughly apply the Scientific Outlook on Development; intimately integrate the leadership of the Party, the position of the people as masters of the country, and the rule of law; adhere to the guiding principles of the Third Session of the Eleventh NPC; focus on the overall work of the Party and the government in carrying out our functions and powers in accordance with the law; strive to improve the quality of legislation; ensure that the goal of formulating a socialist legal system with Chinese characteristics is reached on schedule; make oversight more effective; promote implementation of the Central Committee\’s major policies and arrangements; and make new, greater contributions to promoting steady and rapid economic development, accelerating the transformation of the pattern of economic development, and maintaining social harmony and stability.

6. Adhering to the correct political orientation and continuing to strengthen self-development

The Standing Committee is the permanent organ of the NPC, and it has been assigned important responsibilities by the Constitution and laws. Intensifying its self-development efforts is of the utmost importance for better exercising its power, fulfilling its responsibilities, and doing its work well.

We continued to give top priority to ideological and political development, adhered to the correct political orientation throughout the performance of the NPC\’s functions in accordance with the law, reached a thorough understanding of the essential differences between our country\’s system of people\’s congresses and Western capitalist countries\’ systems of political power, and constantly became more purposeful and resolute in keeping to the socialist path of political development with Chinese characteristics and in upholding and improving the system of people\’s congresses. At the same time, we carried out capacity building and institutional development. First, we continued to provide training for NPC deputies on how to carry out their duties, organized regular group study sessions, and held lectures on the topics of each Standing Committee meeting. In light of their work, all Standing Committee members learned from the people, past experience, and experts and worked hard to understand relevant problems in the course of formulating laws, adopting resolutions, deliberating and approving work reports, and carrying out inspections on compliance with laws. Second, we strengthened investigations and studies, stayed firmly grounded in our legislative and oversight work, visited community-level organizations, and acquired an understanding of particular conditions. We focused on widespread problems that indicate an unhealthy trend, and strove to identify their root causes, provide reasonable solutions based on good grounds, and make practicable decisions. This both improved the quality of the Standing Committee\’s work and prompted other parties to improve their work. Third, we improved our work system. We promptly revised the procedural rules of Standing Committee meetings, further standardized the order of procedures, and raised the efficiency of procedures at meetings. We made use of the activities celebrating the 60th anniversary of the founding of New China and the 10th anniversary of the implementation of the Basic Law of the Macao Special Administrative Region to extensively publicize the socialist path of political development with Chinese characteristics, the system of people\’s congresses, and the principle of "one country, two systems," and to vigorously expand and deepen publicity of the NPC\’s work.

The special committees of the NPC have capable personnel, a rich fund of knowledge, and a wealth of experience. They made full use of these unique features and strengths; focused on the central tasks of the NPC and its Standing Committee; carried out investigations and studies to attain a deep understanding of particular circumstances, earnestly researched, deliberated, and drafted bills; strengthened their communication and coordination with other parties; enhanced cooperation among themselves; and made a large number of valuable comments and suggestions; thereby effectively raising the overall level of the Standing Committee\’s work.

Taking advantage of the opportunity created by consolidating achievements in the campaign to thoroughly study and apply the Scientific Outlook on Development, and taking improving Party building as their fulcrum, the organs of the NPC improved their work systems; comprehensively invigorated their own development; fully aroused the enthusiasm, initiative, and creativity of their employees; and expanded their role in collectively providing advice, assistance, and service.

Last year was the 30th anniversary of the founding of standing committees of local people\’s congresses at and above the county level. Their founding was an important measure for improving the system of local political power as well as a major development and improvement in our country\’s system of people\’s congresses. We hosted forums and a variety of other commemorative activities to review and exchange successful experiences and practices in strengthening and improving the work of local people\’s congresses, and further strengthened our ties with them. The Standing Committee invited leading members of the standing committees of people\’s congresses of provinces, autonomous regions and municipalities directly under the central government to attend all its meetings as observers, and earnestly listened to their comments and suggestions. We also promptly informed these local standing committees of related developments. Local people\’s congresses and their standing committees have long fully supported and closely cooperated with the NPC Standing Committee in carrying out its legislative, oversight, deputy-related, and foreign relations work, and worked with it to constantly carry its work forward.

Crackdown on gangsters "not a publicity stunt"

The crime sweep that led to the arrest and conviction of thousands of gangsters in this southwestern municipality is not a publicity stunt and the crackdown on "evil forces" will continue, the city\’s Party Secretary Bo Xilai, said on Tuesday.

In response to "cynics" who have been posting comments that the massive crackdown is just a well-orchestrated show to grab media attention, Bo said, "These are heartless comments".

The government\’s job is to ensure justice is served when people see their family members murdered and terrorized by gangsters, Bo told a visiting group of Hong Kong media representatives.

"I wonder what was on their minds when they described the battle against crime and graft as a publicity stunt," said Bo.

Fighting organized crime and corruption is not a one-time effort and the crusade must carry on, he said.

Known as dahei (combatting gangs), the sweeping campaign began last June and put the spotlight on organized crime and how it had infested local businesses and law enforcement agencies through bribery, extortion, blackmail and violence.

Among those rounded up in the massive crackdown was Wen Qiang, former deputy police chief and director of the city\’s justice bureau.

Wen was sentenced to life in prison earlier this year on charges of accepting bribes, rape and sheltering criminal rackets. Wen was replaced by Wang Lijun, who made his name as a tough, upright police chief in Liaoning province where Bo served as governor before he was made minister of commerce of the country.

The campaign was well-received by the city\’s residents and the city\’s crime rate has been decreasing, said the city\’s deputy police chief, Zhang Xiaodong. Some 94.3 percent of residents polled in a recent survey said they feel more secure now.

Bo also informed the Hong Kong media of Project Warm, a program tailor-made to help improve the livelihoods of the city\’s underprivileged.

Chongqing, one of the country\’s four municipalities that report directly to the central government, is home to more than 20 million rural residents. Many of them have homes in the mountains and live in dire poverty.

"The growing wealth of the city does not automatically trickle down to the least well-off," Bo said. "The government has a responsibility to make that happen."

The idea behind the project is to grant farmers land-use rights in the forested hills where they live, so that they have the incentive and flexibility to run poultry farms and grow fruit trees and cash crops.

"The government hopes to see each rural household earn an extra 10,000 yuan ($1,460) every year after they are given the incentive to make better use of the forested hills," he said.

Chongqing is one of the cities selected by the State Council to deliver coordinated urban and rural planning, and has relatively free rein to design and implement policies that promote social and economic cohesion.

"Narrowing the wealth gap between rural and urban residents will contribute to building a harmonious society," Bo said.

China enhances processes for selection of officials to uproot corruption (2)

According to the Party\’s disciplinary body in central Henan Province, nine of the 22 county-level Party chiefs that had been penalized for corruption since 2006 have been punished while in their posts while the 13 others were punished about one year after being promoted.

"It reflects shortcomings in the selection and promotion of cadres," Ye said.

Prof. Lu Wei of Wuhan University in central Hubei Province said the documents will help prevent the unmerited selection of officials and clarify rules.

China issued its first regulation on officials\’ selection in 1995. Later, it was amended to make it clearer, stressing "transparency," "competition" and "equal emphasis on both integrity and professional competence."

Lu said this time the new documents set out penalties for misconduct in the selection of officials.

A number of high-ranking officials were deposed or resigned in recent years due to take responsibility for failures, coal mine accidents and food safety scandals. But some of them won new posts shortly after being removed.

To address this issue, the new documents clarify that "officials who have been transferred to other posts for misconduct in selection and promotion of cadres will not be eligible for further promotion for one year," and "demoted officials will also be barred from promotion for two years."

Lu said the new documents will tighten regulation of officials\’ conduct and improve the credibility of officials\’ selection.

Joann Bruso, 62, a U.S. nutritionist, said McDonald\’s hamburgers contain high amounts of preservatives. She said her claims were based on an experiment at home.

Bruso said she bought a meal from McDonald\’s a year ago that failed to decompose even after a year, the Daily Mail reported.

A picture of the hamburger and French fries, which she posted on her blog, appeared not be drying up and the bun was just dried and cracked.

McDonald\’s officials in China tried to reassure customers that its famous hamburgers, French fries and other items are safe to eat in China.

The statement went on to assure fast food lovers that they should feel safe about everything from French fries to nuggets but did not mention anything about preservatives in other food items.

Chinese premier responds to "arrogance" charge (2)

ON CHINESE INVESTMENT ENVIRONMENT

Wen was also asked to comment on that some foreign enterprises complained Chinese investment environment not as friendly as before, after Google\’s claim to pull out from the Chinese market and the arrest of Rio Tinto\’s four employees on charges of stealing state secrets.

He said the complaint are not in accordance with the fact that there is big amount of foreign capital entering China every year, however, he was still willing to answer the question.

Wen said that China welcomed foreign investors to do their business in line with the Chinese laws. He also encouraged them to bring more research and development centers into the country so as to improve the efficiency in the use of foreign capitals.

China will make institutional arrangements to turn the country into a "fair playing ground" for foreign investors and grant foreign enterprises "national treatment," said Wen.

He also directly admitted shortcomings of his work in this field.

"Speaking of shortcomings in our work, my contacts with foreign investors are not close enough," said Wen.

He pledged to create more opportunities to exchange ideas with foreign investors in the remaining three years of his tenure.

Chinese premier responds to "arrogance" charge

The attitude of China and its people towards foreign countries and how China acts on the international stage were a hot topic at a press conference Sunday when Premier Wen Jiabao met the press.

China remains a developing county despite its achievements, Wen said. The country pursues peaceful development and advocates international cooperation, however, it would never hesitate to defend its sovereignty and territorial integrity.

ON COPENHAGEN CLIMATE SUMMIT

He was first asked at the press conference after the National People\’\’s Congress (NPC) annual session to comment on his "decision not to attend a key meeting" before the Copenhagen climate change summit last year and the Chinese delegation to the Copenhagen conference being perceived as "arrogant."

Wen said he and the Chinese delegation hadn\’\'t received any invitation to a small-scope meeting between several countries\’\’ leaders on Dec. 17.

"We haven\’\'t received any explanation until now. It\’\’s still a mystery to me," Wen said.

Wen said he learned from a European country\’\’s leader, at a banquet hosted by Danish Queen, about the meeting that would be held later in the evening, and saw China was on the list of the meeting\’\’s participating countries.

He immediately told the Chinese delegation to check and confirmed that no notification had been received, even though, he decided to send Vice Foreign Minister He Yafei to the meeting on behalf of the Chinese delegation.

He also voiced his dissatisfaction on the snub against China, "It still perplexes me why some people keep trying to make an issue about China (in this regard)."

Premier Wen says China\’s exit strategy must be "very cautious, flexible

Chinese Premier Wen Jiabao said on Sunday the country\’s exit strategy on economic stimulus should be "very cautious and flexible" in order to shore up the hard-earned economic recovery.

"We must maintain the continuity and stability of macro economic policy, which means we will continue implementing proactive fiscal policy and moderately loose monetary policy to consolidate the trend of economic recovery," Wen told reporters after the annual parliamentary session closed.

The United States was responsible for the recent disruptions in Sino-U.S. relations, Chinese Premier Wen Jiabao told a press conference Sunday after the closing meeting of the annual parliamentary session.
